Is France gearing up to change its .FR Registry?

Stephane Van Gelder, chief editor at DomainesInfo.fr, writes on his blog (http://www.stephanevangelder.com/archives/72-French-government-launches-public-consultation-on-who-should-run-.FR.html#extended) that the French government officially released a public consultation (http://www.telecom.gouv.fr/rubriques-menu/organisation-du-secteur/textes-reglementaires/consultations-appels-candidatures/consultations-ouvertes/modalites-gestion-du-domaine-internet–dot-fr-extensions-outre-mer-1652.html) about who should run the .FR domain extension.
So, is France gearing up to change its registry?
According to Stephane’s post, that question has been bugging the folks at AFNIC ever since the French government published a decree on February 8th 2007 in which it was clearly stipulated that there would soon be an RFP (request for proposals) for the management of .FR.
